Although your iPad (9th generation) can run iPadOS 18, it's not on Adobe's supported list.

A little spot-checking suggests that Adobe's system requirements may be based on how much RAM various iPads have. Your iPad, like several others that didn't quite make the cut, has 3 GB of RAM. Although I have not done an exhaustive search, so far I am not seeing any iPad on Adobe's list that has less than 4 GB of RAM.

I believe that you will need to have an Adobe Photography Plan subscription or Creative Cloud subscription.
