Why are Settings icons greyed out on my iPad Pro?
Is this normal? Many icons on my settings are greyed out like this. Does it mean anything? Thanks

They are not.
That's the regular color of those icons. They are just gray by default. Just tap on them and they should open.

If they are greyed oud and you also cannot click on this this is happening due to screen time restrictions, you might want to re-evaluate the restrictions set up to screen time
The icon-group in your screenshot - that are seen in your iPad settings - are indeed grey (are not coloured). I note that you have selected Dark in your Display & Brightness settings:
