The carrier your iPhone 13 is currently locked to is the only one who can remove the lock. Typically this happens when you change carriers but still are committed to the previous carrier’s agreement regarding time period and payment.
If you bought the iPhone 13 from a third party or from a site like eBay try to get your money back.

If the carrier it is locked to can not or will not unlock it, it can not be unlocked.
Apple does not have the legal right to remove a carrier lock. The lock is ‘owned’ by the carrier it is locked to. Carriers are free to set their own requirements for unlocking for the most part.
Only the carrier can lock the phone.
Only the carrier can unlock the phone.
The carrier will not unlock the phone if you are not the customer associated with the phone.
If you bought a locked phone from another user, only that user can ask the carrier to unlock the phone.
Why won't they unlock it?
