How do i free up my iPadOS storage and system storage on my ipad so can update cuz it say i need a certain amount of free space and moved everything to my cloud but it still not enough

A system software update requires sufficient space to be downloaded, unpacked and verified prior to installation - major version updates (such as updating from iPadOS 17.x to iPadOS 18) requiring considerably more space than an incremental point-update. After the update is successfully completed, temporary files are automatically deleted - returning free space.
If your internal storage is full, or is insufficient for the task that you need to perform, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

If you delete photos/videos in the Photo app make sure you go to the ‘Recently Deleted’ tab on the left side of the app and click on it… after opening the tab do a select all… pick delete. When you delete a photos or videos in the Photo app, it saves those photos/videos in a folder for 30 days (then deletes them) just in case you want to retrieve them because they were deleted by mistake. Same thing if you delete anything in the File Folder.
Delete files and content. You can start with large attachment sin your Yahoo email app, and any downloads in the Prime Video app.
Also, if you have a tab in Safari with a large video that downloaded, close it, so safari can delete it.
And any large videos in Messages.
