Perhaps those original iPad apps for iOS9.3.5 may be available.
But I'd not bet on it. I've a similar iPad Mini (wi-fi only) that still
works; never made a backup. Yet have worked around a few of
the problems; without restoring any of its apps or iOS.
For the most part, have/had this one for many years, was gifted
to me; still have original box, etc. It works behind a wi-fi router
and gets seen by a 'newer vintage' intel-based Mac mini with
2FA.. While some sites still appear OK (not secure?) some are
not loading; clearly out of their orbit, to say the least.
Guess you could go further, and see what better online repository
sites may appear from a search? I've not seriously done so lately.

Maybe someone who tinkers more with their vintage model
might reply; as your inquiry could be a novel curiosity now?
