Presumably you refer to video playback within the native Photos App? The tags appended to your post suggest that you have iPadOS 18 installed.
Continuous looping playback of video files appears to have been introduced within iPadOS 18. To the best of my knowledge, this feature cannot be inhibited. Other than to start and stop playback, there are no other controls within the Photos App - or in iPad settings - that can inhibit the automatic looping of a video during playback.
