If you have data (files, photos, contacts, etc) that was synced with iCloud from another device with the same Apple ID, go to Settings > [username] > iCloud and turn on the options that you want to sync.

Note that the amount of local device storage on your iPhone is fixed for the life of the iPhone. You cannot expand it by purchasing iCloud storage, if that might be what you are asking about.
