Sticky Notes app in Stage Manager on Mac

while using Stage Manager on my mac, the Notes app does not behave like the other apps. While the other apps move back and forth between the apps strip on the left-hand side to the middle of the 'stage', the Notes app is always open and does not obey the rules of Stage Manager. This has been happening for a while and always makes me give up on Stage Manager.

i have tried the usual routines, closing, restarting apps, restarting the mac, etc... nothing seems to do it. This is not version issue as it persisted across os upgrades.

it seems like Notes needs a some kinda 'reset' but i have not idea how.

I found a post on here from 2023 about the same issue someone was experiencing but there was no resolution. I'm hoping someone could help.
