Seems you are looking in the right place: "Apple menu > System Settings,
click Accessibility in the sidebar, then click Hearing Devices. (You may need to scroll down.)"

Trouble-shooting: Seems not all M1 computers are hearing-aid compatible:
As you likely know : From Apple Support's List of Made for iPhone hearing devices - Apple Support
The Belltone Hearing Aids with an asterisk (*) beside are compatible with Mac (using bidirectional streaming).
We do not know which Belltone hearing aids you are trying to pair:
Article says: "MFi hearing devices marked with an asterisk (*) in the list above use bidirectional streaming, which allows you to talk hands-free. MFi hearing devices without an asterisk use unidirectional streaming."

- MacBook Air introduced in 2022 or later using macOS Sequoia 15 or later
(ie: Supports hearing devices that use unidirectional streaming)
- MacBook Air introduced in 2022 or later using macOS Sonoma 14 or later
(ie: Supports hearing devices that use bidirectional streaming)
