Apple Mai.app Settings Window too wide and cannot be adjusted

For many years, upon opening the Apple Mail.app Preferences/Settings Window, the right side (length) of the Window would extend past the edge of the display. Dragging the edges of the Window to resize does not work and the "Green Button" is grayed out. This has occurred with all versions of macOS that I have installed for at least the past 5 or 6 years. Changing display resolutions would bring the complete Window into view as did upgrading to a 5k monitor. but the Window is not adjustable. Did not seem to have this issue with any other app or Window and this does not occurr on other Macs that I have tested this for. I wondering if there is a corrupt property list that is being perpetuated when a Restore is made for a Backup? I submitted a bug report to Apple at least once a year for the past 5 or 6 years. Crickets.... Thoughts?

This issue is often linked to Signatures. Remove all signatures (copy/paste them to TextEdit to keep a backup), quit Mail and see if the Settings window now has a normal size.

If so, add your signatures one by one and check the Settings window width after each addition to see which signature is causing the issue.
