Buyer unable to use Apple Music on my sold iPhone SE, it says " previously attached to another Apple account".

sold iPhone SE 2020 and restored it to factory settings and removed from iCloud. It no longer shows up in Device list on iCloud. Friend is trying to setup Music and it says it was previously attached to another Apple account and she needs to transfer it to her account. Why and how can she do this?

She needs to restore it to factory settings and set it up as her own. Deleting it form iCloud does not do this. You should have done the entire process yourself. If you did not, then she needs to complete it.
