Apple watch SE last Gen with Celular data not updating location of my kid

A couple of month ago, my two daughters have received a new Apple watch SE with Celular connectivity for their birthday. The first one works perfectly. gable to call her and her location is always up to date. The other one constantly get disconnected, the location does not refresh on "find my" app and calls are going directly to voicemail. However my daughter has no issue with the watch connectivity, she can call, send text, check weather, etc. I have updated softwares, disabled the watch, restart over the complete install several times, it keeps disconnecting. When my daughter uses the watch (with a call or sending messages, I can see her back online on the "find my " app
