Once again the mods have retitled a post to mean something other than what you originally wrote.
IF they are correct in what you are trying to ask, you don't have to pay for free apps. However, you must have a payment method registered to download any free apps that support in app purchases.
Because it takes time and money to write the code for an application. It is a way to say thank you to the developer for taking the time to do it. Do you do anything and then give it away for free?
Because the product will provide an equivalent or greater value in utility, enjoyment, time saved etc.
Why should you pay for food? Or clothing? or a place to sleep?
You pay for things because the world is not a communist utopia.
