when i transfer storage and apple wallet to a new device, do my cards stay in my wallet

So my old phone that had all of my cards got broke. Now I tried to transfer all of the data to my new device, but my cards are gone from my wallet. And the one I need I can’t re-add them to my wallet because I lost the physical card. And because of that I can’t get into the cash app account. How can I get my card back into my wallet so I can get the numbers to the card in order to get back into my account?
