old phone is a iPhone 7 with no sim card, my new phone is a iPhone 12 max with no sim card. was able to transfer all data and pictures to the new phone but the cell service did not (new phone has the SOS on the upper right corner). my old phone's iOS is 15.8.3 and my new phone's iOS is 18.1.1 how do I get my cell service to the new phone. my carrier is AT&T

What do you mean with no SIM card? If it does not contain a SIM, it can't get service at all.

You would transfer the service by taking the SIM out of the old phone and putting it in the new one or by getting a new SIM or eSIM from your carrier for the new phone.

If the iPhone 7 has no SIM card, then it has no service, so nothing to transfer. The SIM card is what provides service.
If it does have service, then by definition it has to have a SIM card, and you would need to transfer the SIM card to the iPhone 12 to get the service on it.
