Missing 'Passwords' section in iPhone 11 Settings

The passwords heading has completely disappeared from the Settings page on my iPhone 11.

I have turned the phone off and on, and no change.

Here is: What’s new in iOS 18 - Apple Support

Passwords got moved into the (new) Passwords app. The app icon looks like three keys.

Passwords has been upgraded to having its own app, called Passwords. It looks like this,
