Do I have to pay for using iCloud storage?
Does it cost to have iCloud. I keep getting messages saying that my iCloud is out of room to store anymore pictures and I need to pay for storage. Is this true?

The first 5GB of space on iCloud is free. Getting more than that requires monthly charges.
