iCloud calendar items can't be edited in Outlook

I'm using iCloud PC and Outlook 2021 with my iCloud calendar as the only calendar. Any appointment created on the PC can be either full day or 8:00 AM. Dates and times can't be edited on the PC. They can on my iDevices.

I know Apple's standard playbook is to sign out of iCloud, reinstall iCloud, and check to be sure the plugin is active. I've already done those. This isn't my first time with iCloud not working right, the insinuation it's the end user's fault, and Apple support staff not working on actual PCs in order to fix it.
