Pairing iPhone 15 with iPad (3).

Both are ISO 18.1.1 and both are on the same WiFi network, have VPN, and are next to each other.

You cannot pair an iPhone and iPad using Bluetooth. The 2 devices see each other automatically for things like AirDrop or the continuity features.
