clean up function in photos

Hi.

I experienced a problem of not being able to access clean up function in photos. I have an iPhone 16 Pro Max running running iOS 18.1. Yesterday I was able to access the clean up function while my stay in Switzerland. I was trying to use it again in Slovakia and Hungary but unfortunately did not see the function available anymore. The set region of my phone is US - the same as it was in Switzerland. I tried to restart the phone but it didn’t help either.

How could I access the function again?
