New Apple Pay user, trying to order pizza

I recently lost my cards and what are you got new ones in and that my institution recommended I use Apple Pay until my cards arrive. So I installed Apple Pay put my information in it and this is my first time trying to order a pizza, but it keeps refunding my purchase. Can someone please help
