("В настоящее время коды проверки невозможно отправить на этот номер телефона. Повторите попытку позже.") I use account, has money on balance, i'm do not share it with anyone.
Create new account have same error.

There seems to be something going on with verification codes, that they're not getting send, there are more messages about this in the community today. You might want to Contact - Official Apple Support to get further support on the issue

Такая же фигня. Мегафон Москва. Apple реально задолбал с этим косяком. Везде уже пишут.
