Noticed that the back side of my new iMac is always hot to the touch just below where the power cord plugs in. No noticeable problems. Just a concern..... Is this something to be worried about? A possible warranty issue? Just asking!

That is normal.
The warm air blows out the bottom center of the 24" iMac's.
Just make sure that there nothing blocking or obstructing that air flow.

Thank you. I discovered it in a funny way. With my previous 27" iMac, I often slapped PostIt notes along the bottom. Well, the finish on the M4 iMac won't hold PostIt notes for more than a few minutes, so I started sticking them to the base, noticed they were getting warm which led to finding the heat near the power plug. :)
I don't think that there is something to be worried about, I never touch my iMac there so no idea if it is hot there but computers can get hot when performing tasks
I don't know if the M4 is any different than my M3 iMac but, mine is never even warm, plus I don't think the fans have ever gone above idle. If they have, they must be very quiet.
