Voice memos are not syncing between my Apple watch and iPhone

My voice memos are not syncing between my apple watch and iphone unless I go into settings and reset the voice memo switch on my icloud account. When I do this, the existing voice memos will sync up once, but no future memos sync automatically. The only way I can sync up memos is by toggling the voice memo switch on my icloud account, which I must do every time I want to transfer these memos across devices.
