I suspect the entire process is automated. I haven't seen anybody else complain about this issue so my conclusion would be it is the people sending the weather data for Almaty to Apple are not conforming to the formatting standards for that to be transmitted correctly.
Remember that the people on this forum are from around the world and users just like yourself. We have no secret channels to the inner workings of Apple and even if I were to ask Apple about this here, it would just be Apple USA. I suggest you contact your local Apple people and they may have a better idea. In the meantime, you could try an alternative app until this issue is cleared up.
