Unable to add picture to icons in iPhone 16 Pro

if I go into shortcuts I am not seeing a way to add a picture to icons, is there a certain generic icon that you can add a photo to. I know how to go to shortcuts and pick an icon and rename and change color but is there a way to add photos to a icon
