Apple Account security questions appearing in Mandarin

Haven't used my Apple ID in a while, presume it has been hacked. When I attempt to login, it prompts me to update my security. I cannot do this however, as it then asks me to complete my security questions, which are now in Mandarin. When I translate them, they do not appear to be the same security questions I provided details for in the past. When I go to reset the security questions, it asks me for the answers to the security questions again, in Mandarin.
