How can I allow my child to download apps without a password on iPad?

My child has their own icloud account that is signed in on their ipad. I am the parent and we are on the same family account. The goal is to allow the child to download any app they want by pressing "get" that will then prompt them to select ask for permission which i will either grant or deny.


The child is not old enough to remember a password. Every settinf on my icloud and the childs icloud is set to "do not require password". Apple account->media & purchases ->password settings. Every option is grayed out. In this menu always require password when purchasing is checked and free downloads, require password is checked. These settings are unable to be changed, they are grayed out. If i turn off screen time i can edit these settings, once i turn screen time back on it changes them back to always require.


Its a child ipad, i dont want a password on the ipad, i dont want a fingerprint on the ipad, i dont want them to have to ask me to put in a password. All i want is to accept or deny their request for new app downloads.


How can i do this?
