Situation: Family Apple Store Account was setup by my deceased wife to allow children to access using the “family email” account B…@gmail.com
Nothing else uses that account.

You will have to disband the Family Sharing group and form a new one. You do not say what age your children are and this is critical. In theory you can all leave the family group, but if your children are minors they have to be transferred. This has to be initiated from the account of the current family sharing organizer. Since she is deceased you have to take this up with Apple. It may involve you getting control of her account. On your iPhone, iPad, or iPod touch
1. Go to Settings.
2. Tap Family. If you don't see Family, tap your name, then tap Family Sharing.
3. Tap your name.
4. Tap Stop Using Family Sharing.
Any family member age 13 or older* can remove themselves from a family group. If you have Screen Time turned on for your account, the family organizer must remove you.

Are you using Family Sharing? I am not clear if you are, or if you have simply set everybody's Apps & Media settings to use this other account.

What you can or should do will depend upon what you are currently doing. Maybe somebody else will jump in with a very long post covering both situations, but if they do not then I can post back with more specifics once I know exactly what you are currently doing.
Note that if there is a payment method attached to the deceased user's account then by allowing access for others to that account everybody can charge whatever they want to it.
Yes I think we are using family sharing. The issue is that I want to change the email associated with the Apple Store from the Gmail account to my iCloud account without losing the stuff in there. It seems I can then add my children’s emails as users for the family access to the Apple Store.
Can I change the primary e-mail for my Apple store account?
