I would like to saved my Photos in 2 parts, some to be saved on iCloud and some to be saved Localy on My MAC Book Hard Drive.
How I can create a folder in Photo App to be Unsaved on iCloud, but the rest of the Photos to be Saved iCloud?

iCloud Photos is a synchronization service. When you engage iCloud Photos on a device, then the Library on that device is kept exactly the same as the iCloud Photos Library. So, for instance, if you take a picture with your iPhone, it is added to the iPhone's Photos Library, copied to iCloud Photos Library, and then copied to the Photos Library on each of the other devices. If you delete a picture on your Mac, then that picture is deleted at iCloud and on all the other devices.
You want different things on your Mac than at iCloud.com. What you're suggesting is certainly NOT synchronization. So the answer is, you can't do that.
On the other hand, a Mac can have more than one Photos Library. (This is not so with iPhones and iPads.) Many of us have multiple Libraries. For instance, I have a Favorites Library that is connected to iCloud Photos so that I can share those favorite pictures with friends and family. And I also have a Nikon Library with all the pictures I take with my Nikon camera. This Library isn't connected to iCloud. And there's "Wife's Old Family Pictures" Library that isn't connected to iCloud. I've copied the best pictures, including the best Nikon pics and the best of wife's old family pictures, into the Favorites Library. But some pictures are not really meant for others, so they don't get copied. There's also a Work Library, and others.
Only one Library can connect to iCloud-- it's called the System Library. The System Library is the Library that apps, like Messages, or Screensaver, or Safari, go to when they use a picture or save a picture in Photos. It is the only Library on a Mac that can synchronize with iCloud Photos. Favorites is my System Library.
So, you can create a new Library (close Photos, option click the Photos icon, and choose Create New from the Library dialog,) designate it as the System Library (in Photos' Settings>General), connect it to iCloud (in Settings>iCloud), wait for it to copy all the pictures from iCloud.com, and then delete the ones you don't want there.
You should keep the System Library in the Pictures folder on your internal hard drive. The others can be kept on an external drive, if you want.
Most of us use the trusted 3rd party app PowerPhotos ($30) to help manage multiple Libraries.
