My iPad 10th gen stuck in Apple logo boot loop

I have a 10th generation iPad. I neglected it for over a month and now it won't stop cycling. The apple logo comes on and then shuts off. Comes back on shuts off again. The weirdest part is that it'll be super short and then it will gradually stay on for longer amounts of time but it never makes it to the lock screen so I can get into it. I bought it second hand and it worked perfectly fine until I let the battery die and didn't touch it for over a month. It gets to a point where it says to plug it into a computer but as soon as I unplug it, it goes back to that cycling stage and then I'm not able to get the message to pop back up for hours. Any advice is greatly appreciated. Thank you.

As described, your iPad battery may have a fault, or may be reaching the end of its usable life. If the battery has failed or is failing, the iPad may unexpectedly turn-off - or may not successfully boot to a running state even when connected to its Power Adapter.

Are you able to use the iPad while remaining connected to your Power Adapter? If yes, while monitoring the indicated battery state, disconnect the Power Adapter; if the indicated battery state suddenly falls, or the iPad shuts-off, this test demonstrates the iPad battery having reached the end of its usable life:

Otherwise, see >>> If your iOS or iPadOS device restarts or displays the Apple logo or a spinning gear unexpectedly - Apple Support

If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

Presumably your iPad indicates that it must be restored:

You’ll need access to either a Windows PC (with iTunes for Windows installed - or more recent Apple Devices App) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support

Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store or Apple Authorised Service Provider (AASP) will be delighted to assist.

If your iPad isn’t recognised when connected, try using a different USB port. Otherwise, this support page should help with troubleshooting connection difficulties:

Now that I said that its cycling to the home screen but then immediately shuts off and starts the process over again. If I let it go it just keeps going but doesn't cycle to the home screen each time. It cycles to the apple logo and every couple cycles gets to the home screen. I'm just going to take it in to an apple store and see if they can send it to be fixed or fixed in store. Thank you.
