Can iPhone detect the speed of a vehicle during a rear-end crash

Was recently in a rear end crash, I thought in the last split second it was only going to be a mild fender bender.

Was worse than that. My iPhone made a emergency 911 call.

What I’m looking for is a feature on my phone that will tell me how fast I was going at the moment of impact.

Your iPhone's Crash Detection cannot tell you how fast you were going at the moment of impact though. Additionally, all sensor data used to detect severe car crashes is processed directly on the device and discarded once a crash is detected.
