iPhone 12 on iOS 17.7: Apple Pay Works, But NFC Card Scanning and NameDrop Don't

I’m encountering some issues with my iPhone 12 running iOS 17.7:
- Apple Pay: Works perfectly.
- NFC Card Scanning: Cannot scan any NFC cards, including an official ID card with an NFC chip, even when using the relevant state agency app.
- NameDrop: When I place my iPhone near another iPhone, a notice pops up saying “Keep holding nearby to share”. However, no further action happens on either device (my iPhone or the partner iPhone).
Here’s what I’ve tried so far:
- Restarted my iPhone.
- Ensured both Wi-Fi and Bluetooth are enabled.
- Confirmed that AirDrop is set to "Everyone."
- Tested Apple Pay to confirm NFC hardware functionality.
Since Apple Pay works fine, I assume the NFC hardware is at least partially functional. Could this be a software-related issue, or is there a possibility of hardware degradation affecting specific NFC use cases (like card scanning or NameDrop)?
