I'm on Sequoia 15.1.1 and VLC Version 3.0.20 Vetinari (Apple Silicon) runs fine. Where are you getting that information from?
I saw on the VLC website. The options for download were only for OS X. Then I cleared my cache and went to the homepage and navigated from there to the downloads tab. Got the link there.

IINA is another free alternative. Not as many features as VLC.
VLC is only available for mac OS X I have macOS Sequoia
FWIW, the current version of VLC is 3.0.21.
