Apple Cash not working

Apple Cash will not set up on my account. I have a current available balance but it refuses to set up. I have turned on and off airplane mode, turned on and off my phone. Turned on and off Apple Cash and it still refuses to set up? Everything the comments have said to do. Every time I go through the motions of setting it up, it’s says I’m done- then it goes back to needs to be set up.
