Ipad freezing in Safari, then in other apps. Problem with installation of update Ios

Every couple of days my Ipad has problems with performance - it starts from Safari becoming very slow response. The forced restart doesn't help. The remedy is to leave it alone for couple of hours... Perhaps it has something to do with IoS 18.1.1 update. Ipad has downloaded the update package - now installing, and the installation is already running since 2 weeks...

How to stop/restart the installation ( or update?_)

As described, if the iPadOS 18.1.1 update indicates that it is still running, something has stalled the update and installation process.
