Change in Sequoia: iCloud photos appear in my MacOS Photos app even though iCloud Photos is turned off.

I have iCloud Photos set to "Off" on my MacBook Pro and have for a very long time. iCloud Photos is set to On for my iPhone. I do not sync the photos from my iPhone to my computer. In the past this has worked fine. There are no photos in the Photos app (as desired).


Since I upgraded to Sequoia, I am routinely having my iCloud Photos appear in the Photos app even though iCloud Photos is turned off. This is frustrating as I then have to go through and manually delete all the photos in order to reclaim space that I don't want used.


As I mentioned, this was not happening previous to upgrading to Sequoia. I'm not sure what I can do as everything is turned off that is supposed to be but it keeps happening. I'm including screenshots of iCloud Photos in its turned off state.
