There is no solution to the problem except to (a) stop using UPI, or (b) get another phone.
The people who make the rules for the UPI payment system have apparently decided that all UPI payments on iPhones must take place on iOS 17 or higher. The iPhone X cannot run iOS 17 or higher, and so, in effect, the people who run the UPI payment system have abandoned your iPhone.
If you want to make or receive UPI payments on a phone, you will need to get one on which they allow these payments.
