Why is Apple Music asking me to pay to redownload a song?

I got a new iPadPro (Model A2837) and of some of my songs are “…not currently available in your country or region.” I followed the steps found in this group to verify my country and all my information is correct. This did not correct the issue. Next they said to delete a song and redownload. Why do I have to pay for the song again????

You don't. If you are still using the same Apple ID, are in the same country, and the content is still available, you should be able to redownload fresh copies at no charge. Follow the steps in here:
