Cookies are for a web browser e.g. Safari.

They are small pieces of data stored by a web browser that track, save, and gather information about your interactions with websites.

Emails themselves do not have cookies.

Some apps might use similar tracking mechanisms (sometimes called tokens or app-specific cookies) to store data about your usage and preferences within the app. iOS Mail app is not one of them.
