Apple is not a bank and does not have access to your bank information. Apple cannot verify your card. If your bank isn’t blocking your card, it’s the Payment Network Operator (Visa, Mastercard, American Express etc.). Your bank will need to open a support ticket with the PNO to determine why there is a block on your card.
