Glitch inside Siri setting for downloading

I just updated and the phone works great but I wanted to use Siri, so I went inside the Siri setting. Once there I saw that it said downloading??? Then a glitch happened Idk if this is normal but this is a glitch with lag for like 2 seconds then shows 0% !
