My daughter’s iPhone is on family sharing still can't locate her

My daughter’s phone is on my family sharing, I have the “block from changing” button on (so she shouldn’t be able to turn off sharing location), and up until a week or two ago showed up in find my IPhone. I can still ring her but her location doesn’t show up anymore. What has she done to override the block from changing? Or is something wrong that needs to be fixed?
