What is the blue gear icon on my iPad?

A blue gear icon suddenly appears on my iPad while downloading a pdf book by Safari. Is it related to the download or virus?

I can't turn it off by clicking everything including stop downloading, and there's nothing happened when I tapping that blue icon.

What is that status icon mean? How can I turn it off?

Updates...

Well, perhaps it's just a buggy new status icon in iPadOS 18.2 that tells you "Safari is downloading something"🤡

The icon disappeared after I rebooted my iPad, yet it still maintained mysterious why it appears.

I think it is suspected that it is related to iPadOS 18.2 and downloading, which is similar to posts you replied previously.

But anyway, thank you for your help👍 Hope you can find the answer or there will be an official answer by Apple.

Updates:

It is definitely related to "Downloading", at least "a certain type of downloading".

I reconstructed what I had done before (the "Downloading") and successfully reappeared the icon, the icon won't disappeared automatically after downloading.

The icon disappeared when I press the top button to put my iPad sleep and wake it up at this time.

Additional details

I tried to download a safe file to reappear the icon, like some official files like Windows installer (64-bit) on Python.org (safe enough?)

That icon appeared during downloading by Safari but not appeared by other browsers like Firefox.

The icon indicates that your iPad is synchronising with "something". Yours is one of many reports that I have seen in recent days.

As for what the "something" is, you'll hopefully have some idea as to what your iPad is connect to, or the App(s) that you are running on the device. Is the iPad physically connected to a dock or external USB storage device?

Yours is at least the third report that I have seen in recent days.

Apple's documentation is often slow to catch-up with new features. Here is another status icon - that appears briefly when connecting some USB-C hubs - that Apple have yet to add to their documentation:
