Model A1378 is the Apple TV (2nd Generation) - see Identify your Apple TV model - although you have identified the 3rd Generation as yours in the message's profile. Either way the 2nd or the 3rd are obsolete and cannot be updated past TV OS 6 or 7 respectively. These operating systems were released about ten years ago.
If you have a recent Apple TV model capable of updating the current version of iOS, the Apple TV 4K, you can updated it via Settings > System > Software Updates and select Update Software.
