If you are talking about your WhatsApp account, iCloud backup nor Apple can do anything to recover it since it's not an Apple service. That is a WhatsApp problem and you will have to contact them for that issue. I doubt they can't do anything either as you have deleted your account. If you are talking about the WhatsApp app, you can reinstall it from the App Store.
