Apple mouse click and drag malfunction

I've had this issue the past couple of months where I'll turn on my mac mini, and the click and drag function with my Apple Mouse won't work. It "starts" to work, where the app windows I'm trying to move "budge" but then it will stop midway through the drag function.

It seems to try and work normally, but then resorts to mere "budging" again. Within a couple minutes and trying to troubleshoot it, it stops working altogether.

I've tried the following:

1) Double-checking the Pointer controls

2) Quitting/halting applications (In case it was due to computer overload)

3) Restarting my computer

4) Updating + the software + restarting

5) Relaunching Finder

Are there any resolutions? Is this the sign of maybe a bad/old mouse that needs to be replaced?
