I have been working with Apple Business Manager and JamfNow for a short time. Unfortunately, they disconnected. I worked through as far as renewing the volume purchasing program. When I click the VPP download button in Apple Business Manager/payments and billing/ content tokens, no VPP file is created. I have no idea what is wrong. Help

By any chance are you using Safari to log into ABM?
For about 2 months, Apple's own site does not work with Safari on the VPP token page. This is when you click the Download link. Sigh. Yep. Not working with their own browser.
You have two options:
1: Right click on the download button and choose Download Linked File from the contextual menu.
2: Use a browser other than Safari.
