Why does my Apple Card keep failing on iPhone?

Ok so this happens a lot so I can try to put my card in to UPDATE my apps and it says I need to sign in (understandable) but when I put in my password and continue it says my card failed?, so I continue to put in the CORRECT CVV and then it said it fail again and I need to sign in (not understandable) now I had to factory RESET my phone to even download the same app but I can update it. But if I have to continually Put in my info just to get denied Then I don’t think I should even need a iPhone that is IMPOSSIBLE to even update apps and use them correctly, now the only apps I’m stuck with is ticktock And discord If I can’t EVEN PLAY a game because I need to UPDATE a app then android it is. I forgot to mention I can’t even Get new apps because it asked the same exact question then it’s in a loop
