When I try to create a new album and type in the name, the cursor moves from right to left so that the name is spelled backwards (letoh). I can't figure out how to change so that it spells correctly (hotel)!! This is only happening in photos.

So I ran into another crazy issue where numbers was not allowing me to use the equal sign to pull a value from a cell in one worksheet to a cell in a summary worksheet, so I called AppleCare with both issues. It turns out that having "Full Keyboard Access" turned on under Accessibility > Keyboard was causing both issues. I turned it off and everything seems to be working fine now.

That's truly weird! (Oddly, I think I remember this coming up a couple of years ago, but I'm not sure.) Of course, you could just type sdrawkcab.
Do you use iCloud Photos? Do you have "Optimize Storage" turned on for Photos? How much used and free storage do you have on your Mac? What Language and Region do you have set?
To narrow things down, try these steps:
Start up your Mac in safe mode - Apple Support
Those are the easiest things to try first. Then try these:
The idea is to find out if the problem is with the Library, with your account, or with caches and login items, and stuff like that. One of these steps may fix the problem, but their failure to work also helps figure out what's happening.
Let us know what happens…
Rebuilding the Library helps if some connections between the database and its data become confused. That doesn't seem likely to be the cause of your problem, so don't worry about it. I was just covering all the usual suspects.
It's hard to imagine something like this affecting only Photos! I think you should check Accessibility settings, and check "Language & Region" in Settings. You should also check Keyboard stuff in Settings. But it seems like any of that would affect the whole User space, not just Photos. That's why I suggested logging out and logging back in as another User and making a new Library-- I really expected that to make a difference.
Ultimately, you may have to go to Apple Support so they can actually see your computer screen to figure this out. I've had good experience with them, except for having to get through the robots to a real person. You could try phone numbers here:

I do use iCloud Photos and optimize storage is turned on. My Mac mini has 160GB of storage available. I created a test library and a new user and the same issue occurred. I am not sure what you mean by rebuild your photo library. That sounds scary. I have 25K photos categorized in my library today. When I go into photos on my iPad or iPhone, I can add albums without this issue. I just got the Mac mini and large monitor so I can work on photos without using my iPad or iPhone so I would like to find a way to fix this if possible. Any thoughts or ideas on what to try next?
